Horizon Community Learning Center (DBA Horizon Honors Schools) is the charter holder for two schools: Horizon Honors Elementary School (Grades K-6) and Horizon Honors Secondary School (Grades 7-12). The charter is organized with the following authoritative structure:

Charter Sponsorship

Horizon Honors schools are chartered by the Arizona State Board for Charter Schools.


Form of Business
Horizon Community Learning Center, Inc. (DBA Horizon Honors Schools) has chosen to operate as a non-profit 501(c)(3) organization and has formed a corporation in the state of Arizona.  

The governing body for the corporation is the Corporate Board of Directors and the governing board for the schools is the School Board.


Corporate Board of Directors
The Board of Directors is comprised of three members:

  • Fred Neal*, President
  • Steve Holm*, Secretary/Treasurer
  • Kyle Pieratt, Member

The Corporate Board of Directors holds the schools' charters, employees the executive director, and is the final authority for all legal and business operations.


School Board
The Horizon Honors School Board is comprised of four members:

  • Steve Holm*, President
  • Fred Neal*, Vice President
  • Donna Bullock, Member
  • Pilar Holtrop, Member

The Corporate Board of Directors appoints the board members annually.

The School Board is responsible for the oversight of the schools' programs and operations including all student, personnel and financial responsibilities. School Board Meetings are held once a month at 5 p.m. in the Main Office on the dates listed below. Per A.R.S. §38-431.02, all notices of the meetings for the Arizona State Board for Charter Schools and any of its committees and subcommittees will be posted on this website. Notices will also be posted outside the Horizon Honors Main Office door at 16233 South 48th Street, Phoenix, AZ 85048, which is open to the public. Such notices will indicate the date, time, and place of the meeting and will include an agenda. Available board agendas can be accessed by clicking the associated date. Minutes from the meetings are available by request in the Main Office.
